Government Press Release on FITs (31 October 2011) - "Barker: Boom and Bust for Solar Must be Avoided"

The Department of Energy & Climate Change published the following excerpts in their press release on the 31st October 2011:

Excerpt One:

" Urgent action is needed to put the solar industry on a steadier, clearer and sustainable growth path, avoid boom and bust and protect the wider Feed-in Tariff scheme (FITs), Greg Barker said today. Reduced subsidies for domestic solar electricity production have been proposed as part of an urgent effort to keep the FITs scheme budget under control and reflect the plummeting costs of the technology. The proposals, subject to consultation, would introduce a new tariff for schemes up to 4kW in size of 21p/kWh - down from the current 43.3p/kWh. Reduced rates are also proposed for schemes between 4kW and 250kW, to ensure those schemes receive a consistent rate of return."

Excerpt Two:

"The new proposed tariffs would apply to all new solar PV installations with an eligibility date on or after 12 December 2011. Such installations would receive the current tariff before moving to the lower tariffs on 1 April 2012. Consumers who already receive FITs will see their existing payments unchanged, and those with an eligibility date on or before 12 December will receive the current rates for 25 years. The eligibility date of a project is based on it being commissioned (in working order) and having its request for accreditation received by a FIT licensee (schemes up to 50kW) or Ofgem (more than 50kW). The proposed new tariffs will offer a rate of return of around 4.5% to 5% index linked and tax free (for domestic installations) for well-situated solar PV - broadly comparable to that intended when the scheme was set up. The tariffs are broadly comparable to those offered in Germany, which has also recently reduced its tariffs."

RHI Update (26 October 2011)

The following announcement was made by the Department of Energy & Climate Change on the 26th October 2011:

"We are currently developing our proposals for the domestic RHI and we hope to publish these for public consultation in due course.

In the meantime, we thought that you might be interested to know that the regulations for the non-domestic part of the RHI have now been laid in Parliament and we are hoping to open the scheme to applications by the end of November, subject to Parliamentary approval."

Click here for the DECC RHI webpage which carries the following announcement:

"DECC was planning to launch the Renewable Heat Incentive (RHI) for non-domestic generators on 30 September 2011. State aid approval is a necessary condition for the scheme to go ahead. As part of that process, the European Commission expressed concerns that the large biomass tariff was set too high.

The Commission has now given State Aid approval to the RHI subject to the large biomass tariff being reduced from 2.7p per KWh to 1p per KWh.

We are pleased to inform you that revised regulations have now been re-laid in Parliament to reflect the required amendment to the tariff for large scale biomass.

We hope to open the scheme to applications by the end of November 2011, subject to Parliamentary approval."

RHI update (29 September 2011)

The following announcement was made by the Department of Energy & Climate Change on the 29th September 2011:

"DECC was planning to launch the Renewable Heat Incentive (RHI) for non-domestic generators on 30 September 2011. State aid approval is a necessary condition for the scheme to go ahead. As part of that process, the European Commission has expressed concerns that the large biomass tariff is set too high. We understand that the Commission has given state aid approval for the RHI, subject to a reduction in the large biomass tariff, and we expect to receive written confirmation of this very soon.

Changing the large biomass tariff will require the RHI regulations to be amended and submitted to Parliament for approval. We are unable to launch the scheme as a whole until this process has been completed. Therefore, unfortunately, we will not be able to open the scheme for applications on 30 September 2011 as we had originally planned.

Once we have received written confirmation from the Commission, we will make a further announcement about what this means for the large biomass tariff and the timing of the launch. We are committed to launching the scheme as soon as possible to minimise disruption to stakeholders."
